More bollards! Armed guards! Build a wall!!
I’ve proposed dropping a boulder into the middle of the muddy path, but there may be an inter-departmental pecking-order / turf-war thing going on.
Around here, the bollards socket into pipes set into the pavement, and are then locked in place with a padlock, so people with authorized vehicles (and keys) can get in without wrecking the grass. I’ll admit I don’t actually know if they bother, however.
They sunk wood posts directly into the asphalt, with the intent of having Motor Vehicles use the access gates along the trail. Which works reasonably well, for reasonable people.
The gates have two or three padlocks in series with the chain, so they’ve put some thought into access protocols …
