My wife and I took a picture of a similar sign last summer after a good laugh. We were not sure of the reason for the change, but no doubt it was offensive to someone and every sign in the country had to be changed out.
Speed humps have a more gradual rise than speed bumps, and are designed to be crossed at a higher speed. See http://mutcd.fhwa.dot.gov/htm/2003r1r2/part2/part2c.htm#section2C24 for the relevant traffic sign standard.

The sign lacks the Advisory Speed plaque, but there’s a right-angle turn immediately after the hump. Anybody going into that turn at speed comes off the high side, right about where that little green sign stands. Maybe they intend the hump as a launch ramp?
